The 40-year recertification is a Miami-Dade and Broward County program that predates state law. Milestone inspections (SB-4D) are a statewide Florida requirement enacted after the Surfside collapse. If your building is in Miami-Dade or Broward, you may need to comply with both programs. The county programs typically have stricter timelines (90 days vs. end of year).
A Phase 2 inspection is required when the Phase 1 visual inspection reveals substantial structural deterioration. This includes significant concrete spalling, exposed reinforcing steel, water intrusion damage, or any condition that could affect structural integrity. Phase 2 involves more detailed testing like core samples, ground-penetrating radar, or load testing.
Costs vary based on building size, age, and complexity. A typical Phase 1 inspection for a mid-rise condo (5-10 stories) ranges from $3,000-$8,000.
